S.A.R.A. Executive Meeting Minutes – June 18, 2002

Call to order: Meeting began at 7:35 p.m. at the Swansea Town Hall.

 

Louis Gris chaired the meeting.

 

Approval of Agenda:

A motion was made by Bill Roberts and seconded by Marianne Fenner to approve the agenda. Carried

 

Acceptance of previous minutes: May 18, 2002

A motion was made by Bill Roberts and seconded by Bill Haines to accept the minutes. Carried

 

SARA VISION AND MANDATE

Has now been finalized and approved.

 

MEMBERSHIP

Louis Gris submitted his report on membership as of June 18, 2002:

Single 5 @ $10.00 = $ 50.00

Family 6 @ $12.00 = $ 72.00

Business 0 @ $14.00 = $ 0.00

Total 11 = $122.00

Paid memberships to date = 114 (8 pre-paid in 2001) plus 3 honourary

Monies forward to treasurer: $122.00

Since the treasurer was not in attendance at this time, Louis Gris will submit the monies when she arrives or at a later date.

A motion was made by Bill Roberts and seconded by Bill Haines to accept the membership report of June 18, 2002. Carried

 

TREASURER'S REPORT

Joan Oreto presented the Treasurer's Report as of June 7, 2002

There was a motion made by Joan Oreto and seconded by Bill Haines to accept the Treasurers Report as of June 7, 2002.

Carried

Expenses: Bill Roberts $10.00 for gas

Joan Oreto $48.24 for AGM

Swansea Public School Awards $75.00

A motion was made by Joan Oreto and seconded by Lynn Clay to approve the expenses as submitted. Carried

 

LOCAL ISSUES

 

PETRO CAN

8 SOUTH KINGSWAY

Ron Braun talked to David Miller, and stated that this issue will de dealt with in September.

Ron Braun wrote a letter to the City Solicitor with a copy send to David Miller regarding the hours, one way sign and the other issues regarding this site.

A motion was made by Bill Roberts and seconded by Bill Haines to authorize Victoria Masnyk and Ron Braun to represent SARA to act on SARA's behalf if any issues have to be dealt with during the summer and before the next SARA executive meeting regarding Petro Can and 8 South Kingsway. Carried

 

PETRO CAN

QUEENSWAY & SOUTHPORT

Ron Braun noted that the Petro Can at the Queensway and Southport will be revampted, and that may be issues with neon lighting, sign lighting and paying. A motion was made by Bill Roberts and seconded by Marianne Fenner to authorize Ron Braun, Victoria Masnyk and Vicki Vancas to act on SARA's behalf if any issues have to be dealth with during the summer and before the next SARA executive meeting with Petro Can at the Queensway and Southport. Carried

 

1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT

It was noted that David McAlpine cound not get information from the Ministry of the Environment regarding the environmental studies being done on this site. The City's Public Health Department is working with the Ministry of the Environment to provide studies, and issues regarding vapours. Gerrard Kennedy the local MP is helping out the group with issues with the Ministry of the Environment. The OMB stated that the information must be released to the Public Works, but is not available as yet.

Frances Labelle suggested that SARA get a cop of the Ministry of the Environment meetings. The cost is $5 per meeting.

It was agreed that if necessary a separate SARA meeting will be called to deal with these issues.

 

HUMBER CYCLING/PEDESTRAIN TRAIL

Jamie Bell to monitor.

 

FRED VICTOR CENTRE – LAKESHORE/WINDERMERE

Jamie Bell will continue to monitor. He stated that he has still not received a letter of response from the Preservation Board that he wrote to last October. He will followup with a letter, and also include issues of neglect of this site.

 

47 ST OLAVES ROAD

The OMB meeting was held on July 18. A motion was made by Jamie Bell and seconded by Joan Oreto to have Victoria Masynk act as SARA's witness. Carried

 

MUNICIPAL SHELTERS

Bill Roberts stated that the public meetings will be held July 2 and 3 at 11am.

A motion was made by Joan Oreto and seconded by Frances Labelle to authorize Bill Roberts to speak on SARA's behalf at these meetings, and for him to also write a letter regarding SARA's issues on these shelters. Carried

 

WINDERMERE BY THE LAKE – REON DEVELOPMENT

Jamie Bell reported that REON has improved the green space from 61 to 72%; are not planning to put in commercial; have done a landscaping plan; have no formal designs as yet; have purchased an extra acre of land from the CN; are now looking to house 2,200 people and that the model suite launch is scheduled for July.

The next community meeting to show the new site plan is scheduled for Thursday, June 27th at 7:30 pm at Swansea Town Hall.

Bill Roberts stated that the Toronto Public School Board does not demand a lot levy from developers and that Irene Atkinson, the local school board trustee has refused to deal with it and the need for more space at Swansea Public School.

Bill Roberts stated that the City of Toronto needs to deal with these issues in their new plan.

 

BILLY BOB'S

Bill Roberts will continue to monitor. It was noted that they can reapply as of August 8th.

 

SAVANAH

Bill Roberts will continue to monitor.

 

DARK HORSE

Louis Gris noted that he had not yet heard of the date for the public meeting regarding the rooftop and side expansion. He will continue to monitor.

 

RAVINE BY-LAWS

Jamie Bell will continue to monitor.

 

BOATHOUSE

Jamie Bell will continue to monitor.

 

RUNNEYMEDE HOSPITAL

Bill Roberts stated that this project has been stalled at the City because of the zoning issues.

 

SWANSEA PLAZA REDEVELOPMENT

A motion was made by Bill Roberts and seconded by Jamie Bell to authorize that Victoria Masnyk write a letter to David Miller and Paul Dill regarding development, planning and upgrades to the plaza and its impact on the Swansea community. She will ask for a community impact study to be done along with a secondary plan process. The study to to include the impact of the local school, transportation, parks, roads, sewers, recreation, social services and business services and how the city plans to deal with it all. Bill Roberts will discuss this issue with Victoria before she writes the letter. Jean McMullan will provide imput from 60 Southport and 35 Ormskirk. Carried

A motion was made by Bill Roberts and seconded by Jean McMullan to authorize Victoria Masynk to write a letter to David Miller regarding this development, and to how to deal with the tenants and loss of business services during this timeframe and the close down of the businesses, shadowing, paring, geo technical and environmental issues, and the laneway between Ripley Avenue and the plaza. Carried.

 

CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS

Bill Roberts stated there are issues with the Minto Development at Yonge and Eglinton regarding the drive-thu McDonalds. The next meeting will be held in August.

 

COMMITTEE OF ADJUSTMENT

It was reported that 40 Deforest is now going for 3 stories and front yard parking.

There are several new issues: 1) 19 South Kkingsway is looking to add a second floor and other improvements and 2) 208 Windermere (by Deforest) has their garage too close. Lous Gris will speak to George Dubauskas regarding these matters.

 

HUMBER YORK COMMUNITY COUNCIL

No update as this time.

 

GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II & TORONTO OFFICIAL PLAN

Bill Roberts noted that Tourism Toronto, two ratepayers groups the CAA (Canadian Automobile Association) and one developer have now become part of the task force.

Bill Roberts will be reviewing the new plan and submitting comments to the SARA executive for discussion, he will also review the previous plans. He stated that a special meeting will be held in September regarding the plan.

A motion was made by Jamie Bell and seconded by Bill Roberts that letters be sent to the city regarding these plans. Carried

 

HIGH PARK CITIZENS ADVISORY COMMITTEE

Jean McMullan stated that there is no update at this time. She also stated that she is still not receiving the agenda and minutes. She has spoken to the chair of the committee, and will continue to persue this matter.

 

RENNIE PARK

Jamie Bell will continue to monitor.

 

SWANSEA MEMORIAL LIBRARY

It was noted that the new library hours begin on July 2nd.

 

SWANSEA PUBLIC SCHOOL

A motion was made by Peter Keefe and seconded by Bill Haines that a new award be set up for Computer Science. Carried

Peter Keefe noted that extended French program was now available to everyone, even those outside the Swansea community.

 

SWANSEA TOWN HALL

Louis Gris stated that SARA will be part of the Swansea Town Hall's booth at the Bloor West Village Sidewalk Sale. He is looking for volunteers to assist at the booth.

Louis Gris stated that the expansion is moving along and that the ground breaking event is being held on Thursday, July 25th at 4pm.

 

SWANSEA RECREATION CENTRE

No update at this time.

 

TRAFFIC CALMING

Bill Roberts reported that the South Kingsway redesign meeting has still to be scheduled.

 

COMMUNITY POLICE ADVISORY COMMITTEE - POLICE ADVISORY BOARD

It was noted that the Police Appreciation Day is Saturday, June 22nd.

Bill Haines reported that Swansea has a low crime rate.

A motion was made by Jamie Bell and seconded by Joan Oreto that Jamie Bell write a letter to 11 Division to reestablish their relationship within the community. Carried

 

WORLD 19

Louis Gris stated there was no update at this time.

 

NEWSLETTER

The next newsletter is being planned for this fall.

 

MARKETING

Vicki Vancas asked that a new website and membership program be approved. A business can have their information and website listed and linked to SARA's website for $50 a year, provided that they take out a $14 business membership. The type of businesses and services will be closely monitored. A motion was made by Bill Roberts and seconded by Joan Oreto that a new website sponsorship program. Carried

A motion was made by Bill Roberts and seconded by Joan Oreto that the treasurer's report and membership details not be included in the SARA website. Carried

 

FUNDRAISING

Louis Gris now has ticket for the Village Players November 7th event. There are 160 tickets. Lynn Clay is to work on an after theatre event.

 

AGM

Everyone felt that is was a good agm.

 

OTHER ISSUES

Victoria Masnyk via Vicki Vancas suggested that the SARA executive has an informal get together and social. A dinner will be held on Saturday, September 7th. She will arrange for the rental of the party room at 1 Ripley Avenue, details to follow. A motion was made by Bill Roberts and seconded by Jamie Bell that the cost of the room $50 plus gst for a total of $53.50 be paid by SARA. Carried

There was a discussion that the rest of the expenses for this event could be dealt with on a donation basis.

 

NEW BUSINESS

No new business.

A motion was made by Ron Braun and seconded by Marinne Fenner to adjourn the meeting. Carried.
