S.A.R.A. Executive Meeting Minutes – September 17, 2002

Call to order:         Meeting began at 7:40 p.m. at the Swansea Town Hall.

 

Louis Gris chaired the meeting.

 

Approval of Agenda:

A motion was made by Ron Braun and seconded by Frances Labelle to approve the agenda.  Carried

 

Acceptance of previous minutes:  June 18, 2002

A motion was made by Jean McMullan and seconded by Ron Braun to accept the minutes.  Carried

 

Two minutes were taken to reflect on the passing of Jamie Bell on Saturday, September 7th, 2002.

 

MEMBERSHIP

Louis Gris submitted his report on membership as of September 17, 2002:

Since the treasurer was not in attendance at this time, Louis Gris will submit the monies to the treasurer at a later date.

A motion was made by Louise Gris and seconded by Frances Labelle to accept the membership report of September 17, 2002.  Carried

               

TREASURER’S REPORT

There was no treasurer’s report submitted.  There were no expenses submitted at this time.

 

LOCAL ISSUES

 

PETRO CAN - 8 SOUTH KINGSWAY

Ron Braun talked to David Miller regarding this matter and issues submitted to the city solicitor.

 

PETRO CAN - QUEENSWAY & SOUTHPORT

No update at this time.

 

1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT

Peter Keefe stated that there was a fire 18/20 Wendigo Way in September.  There are still issues regarding this development, with a need for three more environmental assessments, and issues with ground water.

 

HUMBER CYCLING/PEDESTRAIN TRAIL

No update at this time.

 

FRED VICTOR CENTRE – LAKESHORE/WINDERMERE

No update at this time.

 

47 ST OLAVES ROAD

No update at this time.

 

MUNICIPAL SHELTERS

Frances Labelle attended this meeting on Bill Roberts behalf.  She attended the committee of adjustment meting, and stated that the new by-law has gone back to city council.  There were no reports done at the meeting, just rehashing prior issues.

 

WINDERMERE BY THE LAKE – REON DEVELOPMENT

Frances Labelle stated that the Ripley Area Ratepayers Group has filed an appeal.  Issues include objection to the plans of the site, change from commercial to residential, the density, building envelope, parking standards, gross floor area increase of 8% (150 units), and the fundamental changes to the by-law and zoning in blocks a,b,c,d and e.   Also Reon does not want to do the second level of parking.   The OMB meeting is scheduled for Thursday, October 3rd.

A motion was made by Frances Labelle and seconded by Ron Braun to have Victoria Masynk write a letter to Reon (John Davies and Don Richardson) and David Miller regarding the above issues.  Frances Labelle to contact Victoria Masynk.  Carried

The next Reon committee meeting is scheduled for Monday, September 30th at 7pm at Swansea Town Hall.

A request was made by Frances Labelle and Ron Bruan on behalf of the Ripley Area Residents Group to have SARA donate $250 for assistance with the Reon appeal process.   It was noted that the cost of the appeal work is estimated at $5,000.  It was noted that a lot of the work is being done on a pro-bono basis.   A motion was made by Peter Keefe and seconded by Vicki Vancas to have SARA donate $250 to the Ripley Area Residents Group for work on the Reon appeal.  Carried

Frances Labelle asked that a sub committee be setup to work on Reon specific issues.  Members of the committee will be:  Frances Labelle, Ron Braun, Sybil Wilkinson, Ian Caldwell and Vicki Vancas.  A motion was made by Jean McMullan and seconded by Ritvars Bregris to setup a subcommittee to deal with Reon issues.  Carried

 

BILLY BOB’S

Louis Gris stated that there was no new information at this time.

 

SAVANAH

Will continue to monitor.

 

DARK HORSE

Louis Gris stated that there is a meeting on Wednesday, September 18th at 7pm at the Runnymede Library located on 145 Annette Street.  The group is still fighting it.  A point in question, is in the early summer they received a permit for the boulevard patio, they did receive a permit for the boulevard patio.  This patio can house 150 people, which is more that they can hold inside the building.  A motion was made by Sybil Wilkinson and seconded by Frances Labelle to have Louis Gris represent SARA at the September 18th meeting.  Carried.

 

RAVINE BY-LAWS

No update at this time.

 

BOATHOUSE

No update at this time.

 

RUNNEYMEDE HOSPITAL

Frances Labelle stated that an update will be going to the community council.  There are asking for a change to have two driveways.

 

SWANSEA PLAZA REDEVELOPMENT

Frances Labelle stated that the meeting was held on September 16th .  Georgian Homes presented a new site plan, and stated that they would be putting in two levels of parking on bedrock.  There are still issues with the structures and heights of the buildings.

The next meeting is scheduled for October 7th.

 

CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS

No update at this time.

 

COMMITTEE OF ADJUSTMENT

Nothing new at this time.

 

HUMBER YORK COMMUNITY COUNCIL

No update as this time.

 

GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II & TORONTO OFFICIAL PLAN

No update at this time.

 

HIGH PARK CITIZENS ADVISORY COMMITTEE

Jean McMullan stated that the next meeting is on Wednesday, September 18th.  She also now receives a copy of the agenda and minutes.  Peter Keefe stated that the Windego Way area needs to be dealt with regarding vandalism issues, and that the park needs to continue to deal with assault issues.

 

RENNIE PARK

SWANSEA MEMORIAL LIBRARY

SWANSEA PUBLIC SCHOOL

No update at this time.

 

SWANSEA TOWN HALL

Louis Gris stated the last management meeting dealt with finances and budget concerns, and that the expansion has been delayed until the fall.

 

SWANSEA RECREATION CENTRE

No update at this time.

 

TRAFFIC CALMING

John Meijer stated the the south end of Palisades will now be getting traffic calming.

 

COMMUNITY POLICE ADVISORY COMMITTEE - POLICE ADVISORY BOARD

Bill Haines attended the meeting that was held tonight.   There were discussions on traffic problems and graffiti on Bloor Street West.  There will now be four police committee meetings per year.  He invited Brody Smollet, the new Staff Inspector at 11 Division to attend the next SARA meeting.  Victoria Masynk is to write a letter to the new staff inspector formally inviting him to the next SARA executive meeting being held on October 15th.

 

WORLD 19

Louis Gris stated the next newsletter will be delayed.

 

NEWSLETTER

The next newsletter is being planned for this fall.

 

SARA WEBSITE & MARKETING

A motion was made by John Meijer and seconded by Vicki Vancas to renew the SARA domain name registration for a cost of $25 for the next year.  Carried.

John Meijer will submit the expense to the treasurer.

Vicki Vancas is planning to hold a marketing meeting this fall.

 

FUNDRAISING

Louis Gris stated that he will be sending a letter regarding the fundraiser to all SARA members since the newsletter will not be available at this time.  He also stated that tickets were still available.  The goal is to sell all 160 tickets.

 

SEPTEMBER SOCIAL

Great party.  Many thanks to Victoria Masynk.

 

OTHER ISSUES

Vicki Vancas will outline the agenda items that Jamie Bell worked on for the next meeting to solicit new volunteers to take over these duties on behalf of SARA.  Once agreed upon Victoria Masynk will write a letter to David Miller to inform him.

Vicki Vancas received a letter of resignation from Lina Volpe.  She is moving out of the area.  Victoria Masnyk is to write a letter to Lina thanking her for here work on SARA over the years.

Vicki Vancas noted that there are four directors positions available on the board and asked that we all look for new people.
